VA RFI: Sustainment of Blood Bank Maintenance – VBECS modification

The Contractor shall support the Sustainment of Blood Bank Maintenance Program and maintain any remaining VBECS 1.0 systems and all VBECS 2.0 systems (heretofore known as VBECS) for IT product maintenance, sustaining patch releases, system testing, system administration, and configuration management.  These systems are currently hosted and located at the Austin Information Technical Center (AITC) in Austin, TX.  Sustainment support includes software maintenance support, testing, quality system support, and FDA medical device certification sustainment.

This modification is for additional subject matter expertise to define the priority of the ‘International Council for Commonality in Blood Banking Automation’ (ICCBBA) COVID-19 products within the VistA Blood Establishment Computer Software (VBECS) system.   This modification is planned for sole-source to Transformation Twenty-One Technology Next Generation (T4NG).

In performance of the tasks in this Performance Work Statement (PWS), the Contractor shall use and have expertise in the following technologies:

  1. Microsoft SQL Server 2012
  2. NET Framework
  3. C# programming language
  4. Microsoft Remote Desktop services
  5. SQL Server Reporting Services
  6. Microsoft SharePoint 2010, 2013 or later SharePoint versions, and related technologies
  7. SharePoint tools and web parts

The Contractor shall have expertise in submitting FDA 510(k) submissions and with preparing and submitting Quality System Management Reviews to the Manager with Executive Responsibility (MWER).
