VA intends to award contract for LGY Business Transformation and PMO Services to Sigma Health

The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA) has a need for support activities surrounding the management of business initiatives; solutioning, design, development implementation, deployment, modification, sustainment and portfolio management of Loan Guaranty (LGY) business applications and LGY systems under the DevSecOps umbrella. The goal is to put LGY in control of how, when and where home loan benefits are used, managed and maintained throughout the loan life cycle. As part of its focus, LGY needs to provide VA employees with up-to-date functionality to better serve Veterans, their families and other stakeholders like lenders, servicers and appraisers. In order to do so, LGY requires program and project management, as well as subject matter expert (SME) support to further enhance the success of these initiatives and better ensure the Department s technological, project management and organization transformation and realignment. Contract Action This action is for a single, firm-fixed price contract award to Sigma Health Consulting, LLC, on a sole-source basis, for one (1) base year period, and two (2) option year periods. The total estimated total dollar value is $12,836,801 over the base and option year periods.

The grounds for the execution of the J&A was due to Sigma Health Consulting s key expertise of the mortgage industry and significant knowledge of VA-specific loans, which is critical to VA s Loan Guaranty program mission. Sigma Health Consulting, LLC, in its three (3)-year task order, has developed many crucial deliverables and specialized system support capabilities for the formation of the VA Loan Electronic Reporting Interface (VALERI-R) system, which serves as the foundation of all future business and IT investments for the LGY program.
