Bundling of the EITSI requirement will provide measurably substantial benefits to DHA as compared to meeting its agency’s requirements through separate smaller contracts or orders, and is justified by an analysis captured in the MHS Enterprise Information Technology Services (EITS) Business Case Analysis (BCA).
