CDC RFQ: System for Enteric Disease Response Investigation and Coordination (SEDRIC) 2.0 (Foundry) System

The System for Enteric Disease Response, Investigation, and Coordination (SEDRIC) is customized commercial off-the-shelf web-based software from Palantir Technologies managed by CDC (see: https://www.cdc.gov/foodsafety/outbreaks/investigating-outbreaks/sedric.html). SEDRIC performs mission critical work by facilitating collaborative multistate enteric disease outbreak investigations through integrating surveillance data in real time, visualizing outbreak data rapidly, and providing a secure platform for collaboration. SEDRIC has been successfully deployed and includes > 300 users across CDC, all 50 states, the U.S. Food and Drug Administration, and the U.S. Department of Agriculture’s Food Safety and Inspection Service. The current system provides users access to outbreak dashboards, time trend maps, customizable traceback diagrams, and patient line list management capabilities. The maintenance and operations of the SEDRIC system is funded through a separate contract.

The purpose of this requirement is to obtain information technology services from a contractor that is a qualified Palantir Preferred Partner to add functionality to the System for Enteric Disease Response, Investigation, and Coordination (SEDRIC) to do the following:

1. Integrate additional Division of Foodborne, Waterborne, and Environmental Diseases (DFWED);
2. Address any bugs and/or usability issues following the launch and develop new analysis and visualization tools in SEDRIC.

The contractor shall have expertise to identify the System for Enteric Disease Response, Investigation, and Coordination (SEDRIC) to incorporate additional functionality to investigate and respond to enteric disease outbreaks. The contractor shall also provide expertise in the following areas.

1. Integrate additional data sources
2. Create new databases
3. Create new tools and/or dashboards
4. Create data entry interfaces
5. Miscellaneous enhancements to improve usability of SEDRIC

The Contractor shall perform the following tasks:

Task 1. Integrate Additional Data Sources into SEDRIC

1. Cholera and Other Vibrio Surveillance (COVIS) data are used for reporting human infections with pathogenic bacteria causing vibriosis and cholera. a. Establish routine (daily) automated data integration through the DFWED Case and Isolate Surveillance to provide timelier COVIS data.
   1. Create new variables that cannot be linked to current variables.
   2. Create reports that can be shared both internal and external to SEDRIC and COVIS outbreaks.
2. Ingest NCBIO SNP cluster code fields and append them to existing PulseNet Isolates. Metadata provided from NCBI helps complete a WGS picture of Isolates that exist in PulseNet.
