IBM has been awarded a one-year, $2.3M contract to provide Workers Without Compensation (WOC) clinical trainees user licenses to GSA. Because it was a one-time upgrade to an existing contract for IBM’s proprietary HRIS SCC solution, this contract was awarded as a sole-source action.
“This specific action under the Workers without Compensation (WOC) initiative is for initial procurement of services of licenses for the addition of 72,118 clinical trainees to be incorporated into HR Smart. This will bring the total number of licenses served to 477,118.”
“The requesting activity has an awarded requirement for the design, development, testing, training, deployment, hosting, help desk support, and also operations and maintenance (O&M) services for an enterprise Human Resources Information System (HRIS) that has 2 replaced the legacy 50+ year old Personnel Accounting and Integrated Data (PAID) which is at its end of life. The new system, provided by IBM, provides VA Human Resource (HR) Specialists with personnel action processing capabilities, and both HR Specialists and all VA employees with benefits administration and compensation management capabilities. This enterprise system serves the entire VA and over 400,000+ personnel.”
The current contractor, IBM is the developer of the proprietary HRIS SSC solution VA is currently utilizing.
This new within scope action will provide the Department of Veterans Affairs requires the development and implementation of an end-to-end WOC on- and off-boarding solution, enhancement of current reporting and tracking capabilities, and creation of interfaces between HR•Smart and USA staffing, as well, as between ICAM (Identity, Credentialing, and Access Management) and HR•Smart specific to WOC data and requirements…
