Responsibilities:
- Incumbent serves as a senior advisor on the development, adoption, and implementation of Departmentwide programs and policies affecting overall operations of VA. Analyzes and evaluates the effectiveness of these programs and policies and presents balanced recommendations for improvements.
- Prepares authoritative recommendations and thorough evaluations of proposed, new, orrevised legislation impacting Departmental programs and procedures. Conducts expert in-depth analysis of such legislation to advise the Assistant Secretary and other OEI leaders of any potential impacts, conflicts, or other issues that may adversely affect current Departmental programs, policies, or procedures.
- Coordinates or oversees implementation of approved significant program and policy changes with appropriate staff and key Departmental officials as necessary. Consults with and provides authoritative advice to the officials responsible for implementing these programs and policy changes if appropriate.
- Conducts Department-wide projects that have broad implications with key officials within and outside the Department. The information derived from these studies and projects is used as a basis of recommendations that will change current policies or programs of VA delivery systems nationwide.
- Conducts extensive and complex evaluations of various Departmental programs, and develops and presents recommendations to the Assistant Secretary and other OEI leaders regarding program effectiveness and efficiency.
- Coordinates strategic management initiatives with cross-cutting implications and assists in the development of new policies and initiatives. Recommends short-and long-range objectives for the Department.
