The Center for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), intends to award a sole source purchase order to Leidos., 700 N Frederick Ave, Gaithersburg, MD 20879-3328 for the purchase of Bioinformatics pipeline support services.
The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541512, Computer Systems Design.
Detecting and responding to expanding HIV transmission clusters is a prevention priority and a pillar of the President’s 2019 Ending the HIV Epidemic in the United States initiative. The Government has an existing contract with Leidos, Inc. (75D30118P02346) to develop a bioinformatics pipeline to support HIV cluster detection and response using the CDC’s National HIV Surveillance data. This bioinformatic pipeline is near completion and undergoing validation. Because this bioinformatic pipeline is based on software that is licensed and configured by Leidos, Inc. as CAADS (Collaborative Analytics and Advanced Data Sharing System), Leidos, Inc is the only company that can work on this requirement. Leidos Inc has the capacity to interoperate cohesively, can provide extensive research and configuration on these software tools, and has technical skills with how each of these systems works individually and in concert. Their continued expertise and knowledge of this existing program is critical to the success of this project.
