VA to award contract for Nurse Advice Line (NAL) support to Optum

The proposed action is for a firm fixed price Letter Contract to a single source, Optum Health Care Solutions, Inc. (large business), 11000 Optum Circle, Eden Prairie, MN 55344-2503. Veterans’ Health Administration (VHA) has a need for Nurse Advice Line (NAL) (Registered Nurses (RN)) as a result of COVID 19, a global pandemic that has strained healthcare resources across the world.

NAL will provide nurse triage, care advice, care coordination, and customer service, 24 hours a day, 7 days a week to eligible beneficiaries. VHA resources are strained and no longer have the capacity to shift resources to perform these tasks thereby creating a gap in coverage and critical medical advice to millions of Veterans throughout the United States and its territories. The object is to ensure availability of RNs for nationwide COVID 19 response for accurate health guidance as well as to enhance the quality of care we provide to our Veterans while maximizing efficiency.

The scope of the contract will also include project implementation and management, support. The SAC will negotiate a non-competitive award with Optum Healthcare Solution, Inc, for the procurement of Support Services for a Nurse Advice Line. The period of performance will be 12-months.

Optum is currently providing similar services to DoD for DHA… it is in best interest of the Government for the VA to execute a separate contract.
