The Connected Care Academy (CCA) E-Learning Platform contains electronic data of all users, activities, training evaluations, and other quality measures used to evaluate training effectiveness and utilization. The CCA E-Learning Platform can be used as a communication networking solution. It is formally linked to the VA Talent Management System (TMS) to ensure access, as TMS is the official location of training records, according to VHA Directive 0003.
The Contractor shall provide the 90,000 software subscriptions for the Blackboard E-Education Platform, which shall include Blackboard Learn and the following add-ons: Course Delivery, Community Engagement, and Blackboard Content Management. The Blackboard E-Education Platform shall be accessible by the VA user through the VA Enterprise Learning Management System (LMS), i.e. TMS. The Blackboard E-Education Platform shall be accessible by authorized VA partners through a personalized URL link to the Blackboard E-Education Platform.
The Contractor shall also provide the CCA E-Learning Platform which shall comply with all requirements detailed in Section 1.1 below. The Contractor shall perform all platform configurations that these requirements may necessitate. Should the VA Enterprise LMS change or be updated throughout the period of performance of this contract, the Contractor shall support integration with the new LMS based on the integration requirements included in Section 1.1 below or other technical requirements based on the specifics of the new LMS platform. The Contractor shall ensure the CCA E-Learning Platform is available and operational for users 24/7
