“The Contractor shall provide the following PTEMS: capability delivery lifecycle management, configuration, enhancement/development, data management, operations and maintenance, and Solution-as-a-Service.”
“The focus of this effort is to deliver and manage best-in-class product services and capabilities leveraging specialized and diversified skill sets for the VA Enterprise to include Federal Multi-Tenancy Enclaves. PTEMS success is measured and validated through the incremental and iterative delivery of business and technology capabilities driving modernization efforts.”
The Contractor shall follow the core functions of software delivery lifecycle management (SDLC) utilizing established agile frameworks, such as the Scaled Agile Framework (SAFe) and other emerging innovative frameworks, to deliver a broad range of solutions. The Contractor shall follow test-driven development (TDD) methodology to provide systems and software engineering, web services development, and software release and change management services. The Contractor shall continuously improve all new and existing solutions by implementing continual configurations, capabilities, and enhancements, bug fixes, monitoring, testing and evaluation, business intelligence and application performance monitoring analytics, and support activities, while collaborating closely with VA PTEMS stakeholder and VA Line of Business throughout the development process. The Contractor shall configure, develop, maintain, test, and deploy business and technology feature releases. Teams for this effort shall be composed of an evolving mix of technical and operational skill sets across Agile Frameworks as required to meet the necessary stage of the capability development lifecycle management and technical nature of the capability. The Contractor shall adjust deliverables and repository tool updates to match the nature of the capability and/or SDLC frameworks.
The Contractor shall adhere to core design principles, including minimizing custom code, maximizing re-usability, and adherence to VA Policies and standards and governance.
