VA RFI: COVID-19 – ID.me

The Department of Veterans Affairs (VA) Office of Information Technology, Project Special Forces (PSF) has a requirement to renew the current ID.me Identity Access Management (IAM) solution annual software subscriptions and support and acquire additional subscriptions and support of the ID.me solution as part of its overall Digital Modernization Strategy and to support VA’s response to the COVID-19 pandemic.  Social distancing and other health initiatives are driving up the consumption of remote and digital services for VA.  Some examples of this include increased reliance on telehealth, remote benefits claim establishment, 100% online credential establishment, and increased use of secure messaging.  Furthermore, it is more important than ever to ensure the increased availability and scaling of the current robust and high-performance credential establishment through ID.me, especially when legacy systems become unavailable due to either planned or unplanned outages.

VA requires the ID.me Credential Service Provider (CSP) Software-as-a-Service (SaaS) solution, and associated services to support several current applications using the solution and new applications that will be migrating to the platform over the next several years.  In the role of a CSP, ID.me allows an individual to prove their identity and establish credentials as a Veteran, VA employee, or approved VA contractor by sharing some key information unique to, and only known by, that individual.  As a CSP, ID.me also allows existing ID.me integrations (via Optional Task 5) to interoperate with existing, legacy CSP’s and their credentials, with ID.me brokering the use of those legacy system credentials.  This includes the Department of Defense DSLogon CSP and VA’s MyHealtheVet (MHV) CSP.

The ID.me IAM CSP solution shall include Credential Broker Subscriptions and LOA3/IAL2/AAL2 Identity Proofing User Subscriptions.  Maintenance support shall include software updates, patches, fixes, and unlimited call center support for all login, identity proofing, and Multi-Factor Authentication (MFA) help desk tickets.  VA requires additional ID.me licensing and Identity Proof Licenses, throughout the Base Period and/or Option Periods, to support the users of applications being migrated to the ID.me solution, as well as renewal subscriptions for existing users to support user authentications for VSP and MHV.
