VA RFI: Acquisition Plan for VALERI-R Support

The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA) has a need

for support activities surrounding the management of business initiatives; solutioning, design, development implementation, deployment, modification, sustainment and portfolio management of Loan Guaranty (LGY) business applications and LGY systems under the DevSecOps umbrella.

Currently, VALERI is a web-enabled rules-based solution, designed to improve VA’s oversight capability and to reduce the cost to the Government for the servicing and liquidation of VA-Guaranteed loans and eventually will become LGY’s official system of record for all activities.  It provides an interface between VA and the mortgage servicing community, allowing mortgage servicers to report significant data updates to VA focusing on default, loss mitigation, foreclosure, and claim payments.  The solution provides both a web-interface and an integration component to allow automated loading of updates from VA mortgage servicers.  The web-interface allows VA technicians to manage VA loans and evaluate servicer performance, enabling VA to intervene on the Veteran’s behalf, when necessary.  Implementation of VALERI began February 20, 2008 and since November 2008, all servicers and servicing of all VA-guaranteed loans have been managed in VALERI.  Currently, VALERI assists VA in managing an estimate of 3.3 million active and approximately 4 million inactive VA loans (inactive loans are defined as 720 calendar days following the termination of a VA loan or 425 days from paid in full).

The Contractor shall provide project management and business analysis services to support activities surrounding the management of business initiatives and the design, development implementation, modification, operations and maintenance and portfolio management of LGY business processes.  This effort will also assist LGY in transitioning to the OIT Product Line Management Playbook (PLM) DevSecOps framework and Scaled Agile Framework (SAFe) management processes for information technology, systems, and data/data analytics initiatives.

The scope includes comprehensive project and program management support services (IT and non-IT) to LGY organizations for a variety of projects. The project management support approaches employed by Contractor staff shall be consistent with project management best practices, notably those specified by Project Management Institute (PMI’s) Project Management Body of Knowledge (PMBOK) Guide, FAC/PM standards and the SAFe.

Business Analysis Services include eliciting and managing business requirements; supporting development of acceptance criteria for stated business requirements, managing user acceptance testing (UAT) activities; facilitating collaborative architectural or system design work and solutioning or functional team activities with OIT PLM Customer Experience (CX) and User Experience (UX).  This also includes management support for business and technical/architectural runway development solutions, including managing various teams’ technical or market research and analysis of alternatives/options.  Provide management support for LGY strategic plan development to include all updates that tie in to the LGY Strategic Plan.

Program analysis support to perform similar duties as project managers and examine and improve current and future projects and activities. They will conduct advanced research and analysis supporting large scale programs, demonstrating superior ability to concisely communicate their findings and recommendations to a broad audience of stakeholders from executive level leadership to field level employees.
