VA awards Identity and Access Management (IAM) – Access Services (AcS)-CA Enterprise Licenses-New Task Order

This proposed action is for a firm fixed-price delivery order to be issued under a National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Government-Wide Acquisition Contract (GWAC) for the renewal of brand name Computer Associates (CA) Technologies, Inc. Identity and Access Management (IAM) software maintenance and technical support.

The required software maintenance shall consist of all standard upgrades, patches, fixes, updates, and security resolutions developed by CA Technologies.  The technical support services shall provide for the analysis, troubleshooting, and resolution of any software product-related problems or questions encountered by Government users with the specified software products.  These maintenance and technical support services are provided 24/7/365, and will ensure the current software is continually updated and remains fully operational.  The proposed action is for services only. No hardware or software will be renewed or procured under this proposed action.  The period of performance is 12 months, from May 1, 2020 through April 30, 2021, with two 12-month option periods for continued software maintenance and technical support

Based on market research, as described in Section 8 of this document, it has been determined that limited competition is available among resellers of the required CA Technologies software maintenance and technical support services on the NASA SEWP V GWAC

The current CA software solution is deployed as a System of Systems (SoS) which consists of several subsystems integrated with proprietary data and source code. The current CA software will not interface and interoperate and will not be compatible with any other software solution due to proprietary source code.  Additionally, since the CA software is proprietary, no third-party source exists that provides integration, analysis, troubleshooting, and resolution of any software product-related problems other than a reseller of CA Technologies.  Therefore, only software maintenance and technical support services provided by CA Technologies or a reseller can meet the requirements as the existing software is proprietary to CA Technologies.
