VA set to increase capacity and scalability of the Enterprise Mobility Management (EMM) solution in support of COVID-19 healthcare crisis

The proposed modification to Transformation Twenty-One Technology Next Generation (T4NG) Contract VA118-16-D-1027 Task Order (TO) 36C10B18N10270004 is for an increase in the capacity and scalability of the Enterprise Mobility Management (EMM) solution from the current number of mobile devices supported of 75,000 to VA’s new requirement to support 210,000 mobile devices due to the COVID-19 healthcare crisis. awarded to SBG Technology Solutions, Inc. (SBG) on August 31, 2018 for an EMM solution for a cloud hosted VMware AirWatch EMM solution for all VA-issued mobile devices including iOS, Windows mobile, and Android phones and tablets. The EMM solution includes the software, hardware, and operations and maintenance (O&M) required to create and maintain an operational VMware AirWatch EMM solution.

VA leadership has informed the Mobile team that 135,000 new devices will be incoming and will need to be configured starting April 8th to directly support the COVID-19 pandemic.

the Contractor shall scale-up the current certificate-based authentication solution, the current EMM based email solution which connects to VA’s Office 365 instance, the current application threat monitoring solution, and the current application vetting solution for the remainder of the TO performance period which expires on September 4, 2020.

Market research was conducted in March 2020 via the posting of a Request for Information on the Acquisition Task Order Management System (ATOMS) to all Transformation Twenty-One Total Technology Next-Generation (T4NG) contract holders.

Two Service Disabled Veteran-owned Small Business (SDVOSB) vendors provided responses, Veterans EZ Info Inc and SBG (the incumbent). Both respondents were deemed capable of performing the requirements and competition is expected in response to the solicitation for the recompete. However, for purposes of fulfilling this urgent requirement to expand the EMM solution immediately to support 210,000 mobile devices during the COVID-19 healthcare crisis, Veterans EZ Info Inc would require at least three months to understand the complexity and magnitude of VA’s EMM solution prior to being able to scale-up to the required capacity to meet mobile device support requirements at this time. While the acquisition timeline for the recompete includes a three-month grace period for transition, should it be needed, the current requirement to scale-up the EMM solution to support 210,000 mobile devices is immediate and urgent due to the COVID-19 healthcare crisis.
