VA seeking Associate Deputy Assistant Secretary for Planning and Performance Management (PPM)

“The Associate Deputy Assistant Secretary for Planning and Performance Management (PPM) is the principal advisor to the Principal Deputy Assistant Secretary for Enterprise Integration and Deputy Assistant Secretary for PPM, and other key officials within the Department of Veterans Affairs (VA) on matters pertaining to strategy development; strategic planning; integrated enterprise planning; risk management, and performance management.” 

“Responsibilities 

The ADAS, Office of Planning and Performance Management assist the Deputy Assistant Secretary with the following: 

  • Develops programs, plans, objectives, and initiatives for OPPM 
  • Guides the formulation of OPPM resources requirement, reviews program plan accomplishments, assesses program effectiveness, and recommends to the Deputy Assistant Secretary corrective actions or improvements. 
  • Provides executive leadership to the Department’s strategic planning process in partnership with the administrations and staff offices. Responsible for ensuring VA is in compliance with the Government Performance and Results Act (GPRA) to support accomplishment of the Department’s mission, fulfillment of the Secretary’s vision, and achievement of the major goals and objectives established in the VA Strategic Plan. 
  • Provides high-level coordination and technical expertise to ensure effective management of the strategic planning process to ensure effective implementation of Department’s strategies. 
  • Coordinates with other Department-wide planning processes (i.e., information technology resources, human resources management, and capital investment) to align and integrate into the VA’s Strategic Operating Model and Manage for Results process. 
  • Develops Enterprise Risk Management tools, practices, and policies to analyze and report enterprise risks, and to manage risks according to an enterprise risk management framework. 
  • Develops and implement policies and strategies for the development of departmental performance matters. Manages development and implementation of monitoring systems for departmental performance indicators and standards, including ensuring data quality and compliance with internal and external audit requirements. 
  • Leads compliance with GPRA, GRPRA-MA, OMB A-123 , and many other Government imperatives as they relate to Performance, Agency Performance Goals, Cross Agency Goals, VA’s strategic plan, governance, enterprise risk, evidence-based policy making, and many other high priority initiatives. Additionally, this candidate must possess a high level understanding of how VA works, and use that knowledge to collaborate with and implement enduring changes through the Administrations and Staff Offices.”
