VA Sources Sought: VHA VALOR Program Professional Service Support

The Department of Veterans Affairs (VA) is undertaking an enterprise-wide EHRM effort through the procurement of the Cerner commercial electronic health record (EHR) software and related support services. The Department of Defense (DoD) is currently deploying the Cerner Millennium EHR solution and associated services under the branding “MHS Genesis.”

The VA VALOR acquisition and implementation effort will include the software licensing, product integration, configuration management, testing, deployment planning, hosting, organizational change management, training, sustainment and a myriad of other efforts necessary to support this enterprise-wide business transformation.

Additionally, VALOR transformation efforts will address non-clinical core functional requirements which may include inventory management/supply chain capabilities as well as ongoing legacy support. The VA intends to leverage to the maximum extent practical all information assurance, security measures, testing, data management and other lessons learned from DoD including its successful acquisition and ongoing implementation efforts.

The purpose of this Performance Work Statement (PWS) is to detail requirements for a Contractor to provide program management support for the supply chain transformation and implementation of the DMLSS / LogiCole in five mission support areas: Program Management Services; Enterprise Deployment Services, Sustainment Training Execution Services, and Change Management.
