VA RFI: Modern Claims Processing Program (MPC) Support Services

The VBA s Modern Claims Processing (MCP) program is intended to provide a comprehensive modernization of the Disability Compensation Program, as well as the programs supporting separating Servicemembers through the utilization of computable medical data, advanced analytics, natural language processing, and machine learning to improve the adjudication of claims.

As VBA continues to modernize the claims process, the following three areas of central to that effort: Enhance Veteran s and employee s digital experience. Leverage data to modernize operations. Reduce low-value work and redirect resources to high-value activities.

A previous contract #36C10E19F0150 was awarded to the vendor Atlas Research, LLC for similar services for a 12-month period from June 19, 2019 to June 18, 2020. Award total was $6,664,683.18.

This contract seeks specifically to:

  • Assist the U.S. Department of Veterans Affairs (VA) in modernizing the claims process by using data analytics and human-centered design to develop insights into current process strengths and inefficiencies.
  • Develop and refine hospitalization reporting capabilities related to benefit entitlement reviews and decisions.
  • Expand VA’s data-mapping effort associated with the utilization of Disability Benefits Questionnaires (DBQs) data in association with regulatory adjudication criteria (Title 38 CFR Part 4) in support of the VA Schedule for Rating Disabilities (VASRD) modernization
  • Conduct data analytics-based studies of current disability compensation operations to simplify the claims adjudication process for VA employees.

The contractor shall provide services under the following work areas and tasks:

  • Assist VA in modernizing the Disability Compensation claims process by using data analytics and human-centered design to develop insights into current adjudication process in order to identify opportunities for business process improvement.
  • Continued enhancement of wireframes and identification of features to assist adjudicators in making adjudicative decisions that utilize VA’s existing Disability Benefits Questionnaire (DBQ) and other applicable adjudicative data in order to improve the speed, accuracy, and efficiency of the rating adjudication process through a Preliminary Automated Rating (PAR) decision.
  • Provide VA with improved hospitalization reporting based on medical database queries against the Veterans Health Administration’s (VHA’s) Corporate Data Warehouse (CDW) and VBA’s Corporate Database. The primary focus of this enhanced reporting capability is to improve case management associated hospitalization in excess of 21 days, convalescence associated with service-connected disabilities, and hospital admission for service-connected Veterans in receipt of aid and attendance benefits.
