In advance of solicitation, VA to award EDI bridge contract

The activity proposes to negotiate a non-competitive award (solesource) “Bridge Contract” with Change Healthcare Holdings, Inc. for the procurement of Clearing House Services to Support Health Care Electronic Data Interchange (EDI).

The current contract VA741-14-D-0039 is a firm-fix priced/Indefinite Delivery Indefinite Quantity contract. The fourth option period expired on August 30, 2019. Services have been extended for six months from September 01, 2019 to February 29, 2020 in accordance with FAR 52.217-8. This was done in order to prepare for soliciting a new requirement vehicle to support the Department of Veterans Affairs. The current award was transferred to the SAC the end of August 2019.

The contractor provides Healthcare Clearinghouse (HCCH) Electronic Data Interchange (EDI) services to the Veteran’s Health Administration (VHA) Office of Community Care. The HCCH serves as a third-party administrator between the VHA OCC and over 1 million medical and dental providers nationwide, including Puerto Rico, Guam, The Northern Mariana Islands, American Samoa, and US Virgin Islands. Approximately 19.4 million EDI transactions were processed through the HCCH in FY18. The current contract was competitive and awarded to the incumbent on September 1, 2014 with four option years and all have been exercised.
