DHA to award contract to Cerner for Anatomic Pathology Laboratory Information System (APLIS) Data Migration services

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Defense Health Agency (DHA) Solution Delivery Division (SDD) Electronic Health Records (EHR) Core Program Management Office (PMO) to procure Anatomic Pathology Laboratory Information System (APLIS) Data Migration services without competition as prescribed in FAR 13.5. Specifically, the Government will procure APLIS Data Migration services from Cerner Corporation. Cerner Corporation is the sole source provider of this product with no certified resellers.

CoPathM is a commercial off the shelf (COTS) product therefore, Cerner Corporation is the only entity that possesses the proprietary information required to perform the requested data conversion and migration from CoPathM to MHS Genesis. Awarding a sole source contract will provide the government migration for the ten (10) sites that were not deployed to CoPathPlus.

Cerner is the developer of CoPathM and can leverage developer best practices, proprietary data conversion protocols and the technical infrastructure to ensure a successful conversion and migration. During the last 15 years, Cerner has been the sole consulting integrator implementing two-hundred and fifty-eight (258) instances of Cerner CoPath at Military Treatment Facilities (MTF’s) worldwide. In addition, Cerner has significant experience in creating a gold standard for enterprise-wide deployments which spans multiple databases similar to the size and scope of the DoD. There are no alternatives available that can complete the data conversion and migration to MHS Genesis.
