The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to Research Triangle Institute, Inc. 3040 Cornwallis Road, Research Triangle Park, NC 27709 to provide Subject Matter Expert support to advance alignment of PAC interoperability activities with other healthcare settings across the continuum of care. These activities include but are not limited to; mapping and validation of HIT standards to CMS assessment instrument items for inclusion in the CMS del, identification of gaps and proposed policy solutions to advance interoperability and health information exchange by post-acute care and other providers, as well as to align with the IMPACT Act goals toward better care coordination, improved health information exchange and healthcare efficiencies.
Work will include
- Provide expert understanding to build upon work in progress or completed under the Office of the National Coordinator (ONC), such as the US Core Data for Interoperability (USCDI), Interoperability Standards Advisory (ISA), and Electronic Long Terms Services and Support (eLTSS) Workgroups efforts. Additionally, the Contractor shall collaborate, as needed and as directed by the Program Lead or Contracting Officer’s Representative (COR), with ONC to ensure compatibility with and align PAC efforts with Federal standards for interoperability.
- Provide subject matter expertise of health information technology to help advance PAC progress toward interoperability with other federal initiatives, such as AHRQ’s/NIH’s eCareplan FHIR project, NLM’s VSAC, CMS’ Data at the Point of Care, or other federal initiatives as identified by the COR.
- Identify strategic objectives and policy considerations to advance health information exchange across the continuum of care, including, but not limited to:
- Using nationally accepted clinical vocabularies and exchange standards to support data exchange between HIT systems for payers, providers, and consumers;
- Supporting DEL design and expansion efforts, such as new assessment instruments, assessment content, and usability;
