FDA RFI: CVM IT Program

The U.S. Food and Drug Administration (FDA) Center for Veterinary Medicine’s (CVM) mission is to protect human and animal health by approving safe and effective products for animals, and by enforcing the applicable provisions of the Federal Food, Drug, and Cosmetic Act, and of other authorities.

To achieve this mission, CVM:

  • Makes sure an animal drug is safe and effective before approving it. The center approves animal drugs for companion (pet) animals, such as dogs, cats, and horses; and for food-producing animals, such as cattle, pigs, and chickens. If the drug is for a food-producing animal, before approving it, the center also makes sure that food products made from treated animals—meat, milk, and eggs—are safe for people to eat;
  • Monitors the safety and effectiveness of animal drugs on the market;
  • Makes sure food for animals—which includes animal feed, pet food, and pet treats—is safe, made under sanitary conditions, and properly labeled;

The objectives of this contract are as follows:

  • Ensure quality and code reusability through repeatable, managed processes equivalent to Capability Maturity Model Integration (CMMI)® Maturity Level 3
  • Reduce number of defects resulting from changes deployed into production environment
  • Ensure flexibility of systems to address changing mandates for the food safety program
  • Ensure the ability to adopt new technology to meet business needs
  • Improve schedule management practices to ensure CVM meets mandated deadlines for enhanced functionality of its IT systems, and better coordination of development activities in shared environments for both Operations and Maintenance (O&M) and Development, Modernization and Enhancements (DME) tasks…

The scope of this contract is to provide a full range of software lifecycle activities in support of CVM IT systems operations and maintenance (O&M) as well as Program Management and DME. Specific requirements are identified in the task areas outlined in Section 3.

Activities under this contract are organized according to the following three major task areas:

  • Program Management and Administration Support
  • CVM Systems Operations and Maintenance
  • Development, Modernization and Enhancement o Subtask 1 – EDSR 3 (Optional)
    • Subtask 2 – Appian CDMS Workflow Enhancements (Optional)
