Justice Dept RFI: Federal Bureau of Prisons Electronic Health Record Systems

Solicitation Number: 15BNAS20NRFIHSD002

The Federal Bureau of Prisons’ (Bureau) has created a Request for Information (RFI) to seek an entity to provide

Electronic Health Record Systems. Information provided by responsive vendors will be used to further refine the Bureau’s specifications for the eventual solicitation/acquisition for such services.

The BOP is seeking detailed information about electronic health records and clinical decision‐ making systems, including capabilities such as nursing care center documentation, allied health services, patient accounting and management, and ambulatory care. Information provided by the vendors will be used to further refine the BOP’s specifications for the potential solicitation/acquisition for such a system.

Vendors should also take care to recognize the secure environment in which the solution will be deployed, e.g. inmates may be housed in open general population units or may be confined in a special housing unit where they are primarily confined to their cell for most of the day. Thus, any proposed solution should also include discussion of any mobile capabilities or limitations to ensure that the system can be accessed throughout various locations within the facility.

Vendors should also be cognizant that construction materials (such as concrete and rebar) may limit deployment options. The product’s ability to comply with specific DOJ IT security requirements is also a key consideration and those requirements are described in various sections below as well as additional documents provided within the request for information.
