HHS awards contract for continuation of system testing, evaluation and support services to KPMG

To ensure the success of any program and to provide and promote the success factors of the projects within the program, a program management framework must be established. The HR Solutions/EHCM program management office (PMO) was established to provide program management services for HRIT initiatives to include support for the Enterprise Human Capital Management implementation of PeopleSoft HCM 9.2 and the enterprise implementation of BizFlow. Though the requirement for program management has oversight over a portfolio of projects that includes systems integration, the common objective of program management remains the same: to ensure the business and programmatic goals are met by providing a decision-making capacity that cannot be made at the project level and proving approaches to resolving issues at the project level that have a program or business process impact, HR Solutions requires program management support in the areas of: project management, schedule and change management, risk management, stakeholder management, financial management and capital planning and investment control.

Further integration will continue with Phase 2 for Time and Labor (i.e. time and attendance) into the 2021 fiscal year.   Bizflow implementation – by HHS Operating Division – will also continue into 2021. The need for continuous program management is parallel with the continued integration of the HRIT initiatives.  As the scope of the requirement for the HRIT/BizFlow program and smaller programs were clearly defined, the business need fully realized, and full stakeholder engagement established and maintained across the Operating Divisions – the continued need for program management support across HRIT increased in parallel with the complexity of HRIT portfolio of programs.

The total period of performance for this action, including optional CLINs, is October 1, 2019 through January 31, 2021.

The proposed action is a logical follow-on to order number HHSP233201500144I/HHSP23337001T that was awarded through a competitive process to KPMG with an overall Task Order period of performance of 05/18/2015 through 09/30/2019.  All contract holders under the PSC IDIQ were given a fair opportunity to be considered for the original order.  Awarding a logical follow-on task order will result in a time and cost savings to the Government.

A logical follow-on to the existing task order is the most expeditious and efficient method of procuring services for a number of reasons. The level of effort and time necessary to determine a new acquisition strategy, and release a new RFP followed by source selection could potentially add an undetermined amount of time to a critically aggressive schedule mandated by the Assistant Secretary of Administration and Office of Management and Budget. KPMG has already established a program management framework that supports all stakeholders of enterprise human capital management.
