VHA modifies HRIS Shared Service Center Solution contract to provide access for Workers without Compensation (WOC)

“This contract action is for a sole source award of a firm-fixed price modification to Task Order ID02120052 which is awarded to International Business Machines (IBM), 6300 Diagonal Highway, Boulder, CO 80301 for the Veterans Health Administration (VHA) Office of Academic Affiliations (OAA) access to the solution for Workers without Compensation (WOC).

Task Order ID02120052 was awarded for the design, development, testing, training, deployment, hosting, help desk support and operations and maintenance services for an enter price Human Resources Information System (HRIS) that replaced the legacy 50+ year old Personnel Accounting and Integrated Data (PAID). The new system provides the Veteran’s Administration Human Resource (HR) Specialists with personnel action processing capabilities and provides all VA employees with benefits administration and compensation management capabilities. This enterprise system services the entire VA and over 400,000 personnel.

IBM is the developer of the HRIS SSC solution and that solution is proprietary. Attempting to replace this vendor, its hosted location, or its trained and productive personnel already in place will create an undue and unnecessary disruption to productivity and present inherent delays.

The period of performance for the Functional Design portion is approximately ninety (90) days from date of award. The government estimate for this requirement is $624,000.00.
