Anthem seeking Staff VP, Federal Government Services (FGS) Finance Lead

“The Job  

  • Responsible for ensuring sound financial and accounting systems, practices, and processes in support of all Federal Government Services (FGS) contracts. FGS core business includes Medicare Administrative Contracts (MAC), Health IT (HIT), Defense Health Agency (DHA), Veterans Administration (VA), Federal Health Products & Services (FHPS) and the delivery of advanced analytics segments to CMS. As a member of the FGS Senior Leadership team, provides thoughtful and visionary leadership in setting its long-range strategic direction and in achieving its financial performance. Responsible for developing and executing business and operational plans that support the FGS mission and strategy. Instrumental in FGS achieving business results consistent with plans and strategies and responsible for reporting on the performance of Finance operations, both internal to FGS, Anthem, and the National Government Services (NGS) Board of Directors. 
  • Leads contracting, procurement, pricing and cost estimating activities to support a bid pipeline in excess of $1 billion annually (and supporting a long-term Compound Annual Growth Rate (CAGR) in excess of 10% 
  • Directs preparation of annual operating/capital budget and quarterly forecasts to provide senior leadership with tools necessary to maximize investment of resources. Directs interface with regulatory and audit personnel and technical consultants as required to ensure fiscal accountability. “Qualifications 

  • Requires a BS/BA in accounting, finance, or business administration; 10-12 years related experience in areas such as financial operations, financial analysis, financial reporting, administrative cost allocations and analysis, budgets, and forecasting; or any combination of education and experience, which would provide an equivalent background. 
  • Master’s degree preferred. 
  • CPA required; CFA, CMA, or CCM preferred. 
  • Minimum of 7 years previous management and leadership experience, to include hiring, developing, motivating, and leading others, fostering an environment of continuous improvement and creating and communicating a clear and compelling vision for both the present and the future. 
  • Demonstrated experience in defining, leading, implementing, and executing strategies to meet revenue and profit objectives. 
  • Extensive Federal Acquisition Regulation (FAR) and Cost Accounting System (CAS) experience is required. Thorough knowledge of internal control systems and methods and of financial reporting and compliance systems and the legal, business, and financial risks of government business is required…”
