VHA Office of Community Care Performance Improvement & Reporting (PIR) seeks Director for Systems Engineering Management

“The incumbent performs as the Director, Systems Engineering Management (SEM), responsible for the development, evaluation, and coordination of policies, regulations, legislative proposals, and instructions. This position is located in the VHA Office of Community Care, Performance Improvement & Reporting (PIR). The SEM Director reports to the Director of PI&R.” 

“Duties include but are not limited to the following: 

  • Analyze business and system processes, while providing recommendations on performance improvement strategies and opportunities. 
  • Develop and implement policy and program guidance, which supports the integration and synchronization of knowledge management across the program. 
  • Oversee the deployment coordination and on-going compliance, quality, and change management for business solutions and systems. 
  • Perform the administrative and personnel management functions relative to staff supervised. 
  • Establish guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. 
  • Resolve informal/formal complaints and grievances. 
  • Develop work improvement plans, recommending personnel actions as necessary. 
  • Provide advice and counsel to workers related to work and administrative matters. 
  • Assure that subordinates are trained and fully comply with the provisions of the safety regulations. 
  • Effect disciplinary measures as appropriate to the authority delegated in this area. 
  • Assist in the definition of standards, guidelines, procedures and methodology for business systems development and prioritization. 
  • Provide oversight in the execution of project plans, budgets and/or contracts in support of OCC system initiatives. 
  • Act as key business contact for IT projects in support of the OCC. 
  • Advise management on technological trends and opportunities to improve business efficiencies/practices. 
  • Responsible for defining and managing a process to identify and prioritize systems initiatives throughout the OCC. 
  • Participate in the coordination and preparation of project plans, budgets, and/or contracts in support of OCC system initiatives.
