NIH Sources Sought: Office of Research Services Strategic Plan Initiative

The National Institutes of Health is looking to determine capabilities regarding strategic planning for a federal government organization with a myriad of providers of different products and services in the areas of scientific resources, program and employee services, and safety and emergency response. Interested sources must be capable of serving the needs identified below:

  1. Purpose: Development of the Office of Research Services (ORRS) Strategic Plan
  2. Scope or Mission: Facilitate the development, communication, deployment, and implementation plan of the Office of Research Services strategic plan…

Performance Objectives:

  1. Provide guidance on the total planning process, including but not limited to, pre-planning, planning, implementation, and assessment phases.
  2. Advise on the identification of resources needed for the development, deployment, communication, and implementation of the strategic plan.
  3. Facilitate strategic planning sessions mainly, but not limited to ORS senior leadership.
    1. Provide technical leadership throughout the strategic planning process.
    2. Conduct facilitated sessions with ORS staff and other NIH stakeholders to validate current state, determine desired future state and how to close the gap.
    3. Provide guidance to the ORS Director and other members of the ORS during pre-planning, planning, communication, deployment, implementation, and assessment (measurement) phases…
