CDC RFQ: Health Information Service Provider (HISP) Services

The National Healthcare Safety Network (NHSN) is a secure, internet-based surveillance system that integrates patient and healthcare personnel safety surveillance systems managed by the Division of Healthcare Quality Promotion (DHQP) at the Centers for Disease Control and Prevention (CDC).

NHSN is seeking Health Information Service Provider (HISP) services to facilitate the secure transport of CDA documents from healthcare facilities to NHSN via the NwHIN Direct Protocol.

The purpose of this requirement is to obtain health information service provider services to the National Healthcare Safety Network (NHSN). The contractor shall provide health information service provider services (HISP) to allow healthcare facilities, healthcare information systems, and other external partners to send data to the NHSN application securely and reliably using standard protocols as detailed in the Nationwide Health Information Network (NwHN) Direct Protocol (see http://www.directproject.org). The service will also allow secure and reliable messaging from the NHSN back to the sending systems provding a two-way communication between the parties.

The Contractor shall perform the following tasks:

  1. Provide a transition plan that lists the necessary steps and estimated timeframe to remove and replace the current infrastructure and the services. Transition the current NHSN Direct domain over to the new infrastructure. The current NHSN domain is nhsn.us obtained through DigiCert.
  2. Provide an Electronic Healthcare Network Accreditation Commission (ENHAC) Accredited HISP service that facilitates exchanges with an endless number of potential NHSN program participants. The NHSN

HISP must be an ENHAC accredited solution, a member of DirectTrust, and in the DirectTrust TrustBundle (see http://www.directtrust.org).

  1. Maintain a level of server reliability of greater than or equal to 99% including the down time for maintenance. This translates to approximately 7 hours of allowable down time per month…
