DoD/VA seek Federal EHR Modernization (FEHRM) Program Office Director (SES)

“The US Department of Defense (DoD) and US Department of Veterans Affairs (VA) are jointly seeking a senior executive to serve as Director, Federal Electronic Health Record Modernization (FEHRM) Program Office in Rosslyn, VA.”   

“The FEHRM was designated by the Secretaries of the DoD and the VA to support the delivery of a single, seamlessly integrated electronic health record (EHR) that maximizes commercial health record interoperability and to provide joint decision-making authority and oversight of the single EHR. As Director, FEHRM, you will be responsible for all interagency decisions regarding acquisition, configuration, coordination, and sustainment of EHR modernization programs for Military Health System, VA, and United States Coast Guard (USCG), will be placed in a position allocated to the Department of Defense, and will report to the Deputy Secretary of Defense and the Deputy Secretary of Veterans Affairs.  You will also work in close collaboration with the Deputy Director, FEHRM, who will be placed in a position allocated to the Department of Veterans Affairs and will also report to the Deputy Secretary of Defense and the Deputy Secretary of Veterans Affairs. This opportunity is approved for a Recruitment/Relocation Incentive and Permanent Change of Station (PCS) relocation benefits.”

“Additional Key Duties: 

  • Oversee and manage joint EHR deployment activities and support a diverse staff comprised of VA and DoD government employees and contractors
  • Brief and respond to inquiries from Congressional Members, Committees and their staffs, and to testify, when requested, at hearings related to joint EHR implementation efforts
  • Manage joint technical, programmatic, and functional requirements of each Departments’ EHR Modernization Program and execute decisions as appropriate  
  • Manage joint functions necessary for the deployment, implementation, and sustainment of the seamless EHR, working closely with required acquisition assets as needed to satisfy requirements
  • Manage health information exchange(s) to securely and reliably exchange health data with commercial partners
  • Oversee and approve adoption of, and mapping to, national and international health standards in coordination with the Office of the National Coordinator for Health Information Technology
  • Direct the Planning, Programming, and Budgeting and Execution System (PPBES) process for DoD resources and direct the budget process for VA resources needed for the FEHRM Program Office…”

“Qualifications and Conditions of Employment: 

  • Technical Qualification (TQ): Proven ability to manage and lead a diverse professional, technical, and administrative staff across multiple functional areas in a complex and dynamic environment involving multiple organizations. Includes the ability to bring together divergent views for common solutions to complicated problems.  
  • Technical Qualification (TQ): Knowledge of laws, policies, regulations, guidelines, and business imperatives that govern Federal IT investment, project management, best practices, and strategic planning with proven success managing a large-scale enterprise business system, EHR or related clinical systems deployment.
  • Technical Qualification (TQ): Demonstrated program management experience delivering enterprise business systems; experience managing multiple systems, and/or a portfolio of programs, and the proven ability to effectively lead and supervise multiple program managers simultaneously to deliver capabilities to an enterprise or functional communities
