VA issues RFI for Enterprise Performance Management System

An Enterprise-wide Performance Management System solution is also needed to address Recommendation #10 of the General Accountability Office (GAO) Report 17-30, Management Attention Is Needed to Address Systemic, Long-standing Human Capital Challenges.

When fully implemented, the Performance Management System shall automate the management of employee performance guidance and business workflow (i.e. planning, developing, monitoring, rating, and rewarding employee contributions), including sending completed performance forms directly to the electronic Official Personnel Folder (eOPF) stated in Handbook VA 5013. As a system of record, the Performance Management System shall provide consistency in automated business processes and optimize process improvements throughout VA.  An automated system will result in improved organizational performance, increased employee productivity and retention, and employees having a clear understanding of the importance of their contributions to the VA’s organizational goals and objectives, an attribute critical to effectively serving our Veterans.

The Contractor shall provide all personnel and management necessary to configure, deploy, and annually maintain an Enterprise-wide Performance Management Software Commercial-off-the-Shelf (COTS) Software as a Service (SaaS) solution for VA capable of accommodating VA population of 400,000, and scalable up to approximately 500,000 personnel.

Currently, there are 27,800 Title 5 Employees; 105,000 Title 38 Employees, and 600 Senior Executive Service (SES) Employees.

The Contractor shall configure and integrate the features of the COTS solution using an Agile based requirement gathering approach in accordance with VA OI&T Veteran-Focused Integration Process (VIP). The COTS solution shall not require any servers hosted within the VA. Users will access the system via a website and no software shall be downloaded onto VA computers.
