“The importance of the bi-annual FITARA Scorecard seemed to wane under the current Administration even as the scope and robustness of its measurements appears to have become more substantial and useful. The intent of FITARA was to assist CFO Act agencies improve their management and oversight of Federal IT investments and avoid billions of dollars being wasted on failed or poorly performing IT investments. The Scorecards were meant to capture and quantify progress toward those objectives. The Scorecard process was overseen by the House Subcommittee on Information Technology which held regular hearings to review Scorecard results, highlight successes and lessons learned, and identify challenges faced by selected agencies.”
