FDA issues solicitation for OCI Internet Monitoring Services

The FDA requires Contractor support services to further its on-going efforts to counter the widespread illicit trafficking and/or marketing of FDA-regulated products over the Internet.  These products include:  prescription drugs; dietary supplements; tobacco; medical devices; blood and biologics; vaccines; cosmetics; radiation-emitting products; animal and veterinary medicines; and foods.  The objective of the Internet Monitoring Program is to support protecting the public health by obtaining Internet Monitoring support services to assist FDA in identifying illegal marketing and/or sale of FDA-regulated products via the Internet.

The Contractor shall provide monitoring of the Internet to capture relevant data, as well as the targeting of:

  1. Illicit pharmaceutical and active pharmaceutical ingredient (API) websites, operators, and facilitators. This includes instances where prescription drugs and/or API are being offered for sale in any manner which would violate Federal law.
  2. Illegal / unapproved medical device websites, operators, and facilitators. This includes medical devices that are not approved for use in the United States by the FDA, are stolen, or expired.

Illicit tobacco product websites, operators, and facilitators.  This includes the sale of flavored cigarettes to US-based consumers, as well as the sale of tobacco products by entities not licensed to sell such products (located both domestically and/or internationally), or any other activities which would violate Federal law…
