DHA posts J&A for Warrior Care Policy Recovery Care Coordination Support

DHA has issued notice of a J&A for a contract to be awarded to Armed Forces Services Corporation (AFSC), to complete work that is currently being performed under contract number HT0011-17- C-0004, for Office of the Deputy Assistant Secretary of Defense (ODASD), Wounded Warrior Care and Transition Policy (WWCTP) expiring on January 16, 2018. This is a follow-on transitional contract funded for an initial one month period, with five (5) one-month option periods and includes the clause – FAR 52.217-8 Option to Extend Services for an additional 6 months period.

The incumbent AFSC possesses the operational infrastructure and knowledge required for successful performance. The contractor can continue to provide the support required during this short duration transitional contract without a loss of efficiency and negative impact to the Warrior Care Program (WCP) support function. Only AFSC can start performance within this short period of time and prevent a gap in services. These services must continue uninterrupted in order to meet the needs of our wounded warriors.

The Government has already received offers for the competitive small business set-aside logical follow-on contract. The Government is currently in the evaluation stage of those offers and expects to make an award for the logical competitive follow-on contract in 2nd quarter 2018. The Government is utilizing this current sole source contract to AFSC to provide additional time needed to conduct the evaluation and then provide an overlapping transition period to the follow-on contract awardee. An overlapping transition period of at least 30 days is anticipated once there is an award of the competitive follow on contract.
