VA has issued an RFI intending to procure a full range of integrated program management (IPM) services to support the mission of FMBT to include the Office of Management, Office of Information and Technology, Special Projects Office (OIT SPO), Financials Services Center (FSC), and Office of Acquisition and Logistics (OALC). The Government requires the full range of IPM services in order to ensure synchronization and coordination of all activities, offices, and stakeholders involved in: developing and delivering iFAMS; supporting high employee productivity; developing and maintaining artifacts and deliverables; and designing, deploying, and maintaining the underlying program and project management infrastructure for aforementioned tasks.
The Contractor shall assist Government in transitioning to and adopting a scaled agile framework. The Contractor shall work collaboratively with agile coaches. All tasks and deliverables shall be completed utilizing business agile approaches to include but not limited to iterative work product delivery, transparent communications, collaboration with multiple vendors/teams, customer engagement, and value driven work. The program will also be employing effective communications with stakeholder analysis, assessing workforce readiness, developing core competency training, risk management, updating VA financial policies, internal control process and documents.
The Period of Performance (PoP) shall be one 12-month base period with four (4) 12-month option periods and six (6) optional tasks.
