Financial Management Support Services for CFO and CIO, Solicitation Number: VA11817R2115

“The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Technology Resource Management (ITRM) and the Chief Financial Officer (CFO) and Chief Information Officer (CIO) have a requirement for support services to meet their office needs. ITRM and the CIO require objective, data-driven, transparent analysis to inform strategic investment decisions by the Secretary and Deputy Secretary of VA. The Contractor shall provide financial support services and CIO support services including but not limited to: financial management support; travel and purchase card program support financial system transition support; activity based costing; Planning, Programming, Budgeting, and Execution (PPBE) support; data analytics and performance management (DAPM); IT transformational studies; administrative support for CFO; cost analysis and estimation; risk assessments evaluation of alternatives; EVM support; strategic workforce planning; and procurement, facilities, and performance management support. The financial services support requires assisting the operation and management of OI&T s eight major organizational elements/ pillars to include: financial analytics, financial management support, travel and purchase card support, financial systems transition, PPBE support, financial business process improvement, special studies and analyses, and CIO support services. The period of performance shall be 12-months from the date of award, with two, 12-month option periods.

VA intends to formally solicit unrestricted on the General Services Administration (GSA) Professional Services Schedule (PSS), Special Item Number (SIN) 874-1, Integrated Consulting Services. The anticipated solicitation posting date is on or about Thursday November 9, 2017. The anticipated award date is December 15, 2017.”
