The Division Director & Deputy Chief Operating Officer is a senior corporate executive tasked with development and oversight of new business in a highly complex work environment. Reporting to the Chief Operating Officer, the Division Director & Deputy Chief Operating Officer develops business and oversees project teams to create a new project portfolio, and ensures the delivery of exemplary customer service to the clients within that portfolio.
DUTIES
- Build a project portfolio by identifying opportunities for corporate growth and leading capture planning and proposal development for new contracts.
- Establish and maintain a pipeline of target opportunities to ensure continued growth of the division.
- Conduct ongoing and routine outreach to existing and potential clients.
- Provide operational oversight and direct supervision for contracts within the division.
- Ensure on time and on budget completion of contract deliverables and compliance with all contract clauses and requirements.
- Identify, escalate, and resolve issues affecting successful project performance.
- Serve as corporate monitor on Federal Government contracts.
- Provide annual forecasting and strategic and tactical planning across the division.
- Establish and maintain relationships with subcontractors and prime contractor partners.
- Hire and supervise staff.
- Ensure corporate compliance with CMMI appraisal status and oversee reappraisal efforts.
- Author proposals, white papers, standard operating procedures, and other content.
- Represent the organization to government officials, partners, and vendors.
- Contribute to corporate strategy development in the areas of operations, technology, and business development.
MINIMUM QUALIFICATIONS
- Proven success identifying, influencing, responding to, and winning Federal government contract solicitations.
- Thorough understanding of the Federal small business contracting environment, including Small Business Administration and Federal Acquisition Regulation requirements.
- Proven success providing operational oversight across a portfolio of projects with a minimum of $10m in annual revenue.
- Proven success leading multi-year initiatives and contracts worth at least $50m.
