“The purpose of this requirement is to acquire specific professional Information Technology (IT) support services for the National Center for Biotechnology Information (NCBI), National Library of Medicine (NLM), to assist with the XML (Extensible Markup Language) markup of journal manuscripts submitted by NIH employees and grantees as required by the NIH Public Access Policy, as well as related XML markup of scientific materials. The support services include, but are not limited to, (1) XML markup of journal manuscripts in accordance with the standardized Data Type Definition (DTD); (2) batch processing of journal manuscripts submitted in both electronic and hard-copy formats; (3) XML markup of journal manuscripts; (4) XML markup of scientific books and materials for incorporation into the NCBI Electronic Bookshelf; (5) implementation of appropriate storage and handling procedures; and (6) compliance with Quality Control Criteria applied by NCBI…”
