Main Duties & Responsibilities
- Achieves assigned BD Department’s revenue targets, and individual revenue targets for assigned Federal Agency focus.
- Manages and supervises Federal Business Development Department resources.
- Develops Federal market strategies and tactics to obtain new business with the Federal Government. Gathers intelligence regarding clients, partners, competitors, and markets to inform client/opportunity strategy. Ensures successful implementation of business development strategy/tactics across all Federal Markets.
- Manages opportunity identification and development to maximize achievement of contract awards; Maintains Federal Markets opportunity pipeline and required opportunity documentation, including updates to the HMS CRM (SalesForce.com).
- Develops and manages customer relations and business partnerships. Ensures involvement as appropriate of Federal Leadership Team.
- Leads and owns bid / no bid process for specific opportunities within assigned Federal Agency focus. Provides bid / no bid process oversight. Manages overall B&P budget. Oversees resource support for RFP responses and provides oversight over proposal pricing and technical responses.
- Works with federal government relations team to develop strategy and manage successful implementation of Hill Messaging across all Federal Markets.
- Leads proactive solution development and pricing strategy (including Price To Win analysis) efforts required for all qualified opportunities utilizing internal resources (members of Operational teams, Accounting, Finance, IT, Compliance and Systems Security) and external resources.
- Participates in relevant professional and trade association meetings to develop intelligence, promote company and establish and maintain business relationships.
- Oversees all internal and external Marketing messaging and efforts for HMS Federal – including the HMS Federal website, conference participation, and thought leadership initiatives.
- Oversees all HMS Federal Branding initiatives.
- Member of Federal Leadership Team.
- Actively participates with HMS Corporate Development Group
- Leadership in strategy development of new/enhanced services and determination of agency focus.
- Oversees win/loss reviews.
- Financial and other reporting – to SVP/Managing Director of HMS Federal, and the Board of Directors.
Qualifications :
Required Skills
- Business knowledge of and senior relationships with Federal Health Agencies, including HHS/CMS, DVA, and MHS/Tricare.
- Working knowledge of HIPAA Privacy and Security Rules, FISMA requirements and Federal Health Agency-specific security requirements.
